(e) In the event of a declaration of war or alternatively

a blockade of China coast and issue of contraband list

presumably Admiralty would issue early instructions and

warning to British ships and shipowners. There is an

unaccountable feeling among British throughout China that

whatever the circumstances British Government can and will

save them from any loss or interference.
